Regional Development Plan for the Stockholm Region

This document is the regional development plan for the Stockholm Region, adopted in May 2026. The development plan is based on the vision that the Stockholm Region will become Europe’s most attractive and sustainable metropolitan region to live, work and thrive in.

The plan begins with a description and analysis of the context – the region’s strengths and societal challenges. The introductory section is followed by a description of short- and long-term objectives in areas including climate, technical supply systems, housing, transport, business, education and the living environment. The plan includes a spatial strategy with maps and guidelines for the use of land and water areas in the county.

To put words into action and bring about change, all stakeholders – municipalities, the business sector, academia, civil society, the County Administrative Board and other government agencies – in the Stockholm region need to work together to prioritise what we need to do; the activities and measures required are described in the concluding sections of the plan.
